James BrownJames D. Brown, Jr.

As the Nation’s Capitol former cable regulator Mr. Brown brings over two decades of management experience in the television broadcast industry to AIC Media Solutions from having worked as a cabinet level executive for or the Mayor of Washington, DC, heading up the award winning Office of Cable Television and Telecommunications to developing successful start-up operations in the private sector.

For more than a decade, Mr. Brown worked as a producer for several communications firms and organizations including Nielsen Media Research/The Arnold Group, America’s Black Forum, and Black Entertainment Television (BET), The Greater Washington Urban League, American Advertising Federation/The Arnold Group, Pepsi Cola DCLP, and the National Minority Organ Tissue Transplant Education Fund, and Howard University.

Mr. Brown received his Masters of Education and Bachelor of Arts in Communications from Howard University, Washington, D.C., and is a certificate recipient of Harvard University’s John F. Kennedy School of Government’s Executive Program for Senior Executives in State and Local Government. Mr. Brown leverages his extensive media and private sector business experience and relationships to develop, manage and expand the AIC Media Solution’ss brand business around the globe.

Walker Williams - Advisor
Mr. Walker A. Williams is an experienced global marketing executive, investor and manager with broad experience in both large organizations, including Nielson Media Research and TWA and start-up companies. In 1977, he launched the nation’s first minority-owned nationally syndicated commercial public affairs television program, America’s Black Forum. He was also President of the largest African-American owned full service advertising agency, The UniWorld Group’s Washington, DC office.

Stan Jackson - Senior Associate
Mr. Jackson provides consultation as an accomplished development and financial leader with over twenty-three (23) years of experience in municipal management.  He has a keen understanding of the appropriations process and performance accountability relevant to the overall operations of municipal management.   He is skilled at establishing operational excellence within a culturally diverse environment.  Mr. Jackson has served as a financial consultant to Community Development Corporations (CDCs) and developers; reviewing proposed debt structure including the proposed term sheet, the debt service coverage ratio, debt reserve fund, maturity date, and project financials.  Mr. Jackson’s professional skills includes an array of above the line to management positions.  His expertise includes, the Acting President of the University of the District of Columbia; providing overall financial and administrative expertise for overseeing a budget of $150 million, Senior Vice President, Management and Chief of Staff – University of the District Columbia,  Deputy Mayor for Planning and Economic Development – Office of the Mayor, Washington, DC, Director – D.C. Department of Community and Housing Development, Washington, DC ,  and Chief of Staff – D.C. Office of the Chief Financial Officer (OCFO), Washington, DC .  Mr. Jackson is a certificate recipient from Harvard University Kennedy School of Government, performed Graduate Studies at Howard University School of Business & Public Administration and received Bachelor of Science, Business Administration from University of North Carolina at Fayetteville.

R.W.Stubbe - Operations
Mr. Stubbe’s ties with closed captioning run deep. While serving as Director of Network Operations for ABC Television in New York, he was responsible for helping to develop and implement the closed captioning system, as it exists today. As Chairman of the ABC Committee on Closed Captioning, he worked with broadcast engineers at ABC and PBS to develop the standards for line 21 captioning. Mr. Stubbe also helped create the National Captioning Institute, a non-profit company, which was responsible for fostering the widespread adoption of closed captioning. During the 1980's, with the help of many motion picture and television stars, Mr. Stubbe produced a number of public service announcements for television that promoted closed captioning. Mr. Stubbe is a former member of the Academy of Television Arts and Sciences. He is currently an advisor to the Board of Directors of The American Women in Radio and Television.

Lou Maltese - Operations
Mr. Maltese laid the foundation for his career in the sales of film and video services in New York City at the big apple’s WPIX-TV, at a time when commercials were presented on film. After being responsible for the production and coordination of television spots in the nation’s largest TV market, he began selling film processing services for Movie Lab. Mr. Maltese followed the industry’s transition to video, and has sold video duplication and other video services for some of the most successful video production companies in New York.

Bill Jenkins - Operations
As former Acting Deputy Director and Special Assistant in the nation’s capital local government Office of Local Business Development Bill Jenkins has years of experience as a small business consultant in the area of business development, procurement assistance and business certification and compliance. He is considered an expert and is well sought out in the Washington Metropolitan Region by start-up companies and small business compliance divisions.
